Milliman has obtained a certification as an "Accredited Pseudonymized Medical Information User," second among private companies in Japan

Access to pseudonymized medical information and anonymized medical information will improve the quality of health economics and outcomes research

TOKYO--(BUSINESS WIRE)--Milliman, Inc., a leading global actuarial consulting firm, announced that it has obtained Type II certification as a "Certified Pseudonymized Medical Information User" in Japan. This certification is based on Japan's "Act on Anonymized and Pseudonymized Medical Information for Research and Development in the Medical Field (Next Generation Medical Infrastructure Act)," which was amended and enacted in April 2024. (nintei2026-07.pdf)

This certification enables the safe utilization of pseudonymized medical information within a secure environment. This includes data containing unique test values or rare disease names that would otherwise necessitate processing or deletion when using anonymized medical information. Milliman consultants have extensive experience in analyses utilizing data from the National Database and the Long-Term Care Database. Furthermore, Milliman has experience utilizing "Anonymized Processed Medical Information" within the certified operator database under the Next Generation Medical Infrastructure Act. By additionally utilizing "Pseudonymized Processed Medical Information," Milliman can further enhance the quality of research on the safety, efficacy, and cost-effectiveness of pharmaceuticals and medical devices, as well as the quality of cross-sectional and longitudinal epidemiological studies on various diseases, including rare diseases. Through contributions to pharmaceutical and medical device companies, as well as a broader range of stakeholders, Milliman will strive to further advance healthcare in Japan and extend healthy life expectancy.

Kosuke Iwasaki, Leader of Milliman’s healthcare Practice in Tokyo, stated: “With the acquisition of Type II certification as a certified pseudonymized medical information user, we have established a framework to utilize real-world data in a safer and more advanced manner. As a consulting firm, we support evidence-based decision-making for diverse clients including pharmaceutical and medical device companies, insurers, local governments, and research institutions. This certification establishes an environment for the appropriate and secure analysis of pseudonymized medical information, enabling us to provide data analysis, value assessment, and policy recommendations that better meet our clients' needs than ever before. Particularly as discussions advance on linking and utilizing data from public databases and the insurance/medical field, we will provide solutions directly applicable to practice—such as visualizing disease burden, evaluating the value of early diagnosis and treatment, analyzing healthcare cost optimization, and designing outcome-based policies—while ensuring security and governance. Moving forward, under strict management of pseudonymized medical information, we will continue to integrate data science with actuarial methods to achieve more precise predictive analysis and value assessment, contributing to the construction of a sustainable healthcare system.”

Milliman’s Healthcare professionals leverage actuarial expertise to conduct numerous research projects in health economics and outcomes research using real-world data such as claims and medical record data. Our primary clients have been pharmaceutical and medical device companies. Some of these projects have been published as papers in academic journals. These papers are also available in the "Research Achievements" section of the following website: (For Pharmaceutical Companies | Health | Milliman | Japan)
