GrayRobinson Welcomes Veteran TTB Advisor Ronda Merrell to National Alcohol Law Team

WASHINGTON--(BUSINESS WIRE)--GrayRobinson is pleased to announce Ronda Merrell has joined the firm’s national Alcohol Law Team – ranked Band 1 for Food & Beverages: Alcohol in USA-Nationwide by the Chambers USA Guide 2025 – as a beverage consultant.

Based in the Washington, D.C., office, Merrell brings decades of federal agency experience and deep knowledge of the regulatory landscape governing alcohol production, distribution, and reporting. Drawing on decades of service within the Alcohol and Tobacco Tax and Trade Bureau (TTB) and its predecessor agencies, she advises clients on navigating the complex compliance and permitting framework.

Merrell is a seasoned beverage regulatory consultant with broad experience guiding industry members through federal permitting, taxation, and compliance matters. Her work spans beverage alcohol compliance, excise tax strategy, permitting, and regulatory risk management. During her tenure with the TTB Office of Permitting and Taxation, she served as a technical advisor within the Tax Services Division, where she led the Voluntary Disclosure Program and collaborated across divisions to bring industry members into compliance with federal laws and regulations. She also held leadership roles overseeing both the Beer Tax and Distilled Spirits Tax Sections, managing complex tax administration and compliance functions.
