Manifest MedEx Announces Three New Regional Executive Directors
Bringing diverse expertise from the payer, hospital, and provider perspectives, new regional leadership will help accelerate innovation and deepen local collaboration for California’s largest nonprofit health data network
RIVERSIDE, Calif.--(BUSINESS WIRE)--Manifest MedEx (MX), California’s largest nonprofit health data network and CalHHS Data Exchange Framework (DxF) Qualified Health Information Organization (QHIO), today announced the addition of three new senior regional leaders: Eva Williams, PhD, Executive Director of the Southern Inland Region; Dr. Ednann Naz, Executive Director of the Central & Northern Regions; and Erin Henke, Executive Director of the Bay Region.

Eva Williams has more than 25 years of experience partnering with executives, developing strategies, and leading programs. At Centene Corporation, she spent more than six years in key leadership roles, first as Health Net’s Director of Public Programs and Long-Term Support Services before advancing to Vice President of Population Health. She later served as Vice President of Population Health and Clinical Operations at ‘Ohana Health Plan, where she drove operational excellence, fostered community partnerships, led integrated value-based care initiatives, and implemented proactive, holistic health solutions. She holds a PhD in Social Work and achieved the Certified Professional Healthcare Quality (CPHQ) certification. Throughout her career, she has worked with counties, health plans, and healthcare and social service delivery systems to implement data-driven solutions to achieve operational excellence.
Ednann Naz, M.D., is a mission-driven healthcare executive with nearly two decades of experience in clinical operations, digital health transformation, and financial optimization. Before joining MX, Dr. Naz spent nearly five years at Saint Agnes Medical Center in Fresno, first as Chief Medical Informatics Officer and later as Clinical and Operations Chief, where he shaped clinical strategy and policy for the hospital’s COVID-19 response. Most recently, he served as Physician Advisor at the hospital, leading care management and utilization review, developing clinical guidelines, and ensuring compliance with regulatory standards. Dr. Naz holds a Doctor of Medicine from Avalon University School of Medicine, a Master of Public Health from the University of Illinois at Chicago, and an MBA from UCLA Anderson School of Management.
Erin Henke has more than two decades of experience in building consensus among diverse stakeholders and more than a decade of experience in hospice and palliative care, launching POLST (Physician Orders for Life-Sustaining Treatment) in California in 2009. She also designed innovative solutions for complex healthcare challenges as a medical society management consultant. She served as the Interim CEO of the Santa Clara County Medical Association and has held a range of leadership roles on the national, state, and county level, including roles as chair and co-chair on several committees throughout the Bay Area.

As the only nonprofit QHIO in California that can help organizations — regardless of their location, technical capabilities, or resources — participate in both the state DxF and the national Trusted Exchange Framework and Common Agreement™ (TEFCA™), MX is working to advance a digital health data safety net in California to support CalAIM and DxF goals by improving efficiency and outcomes and enabling whole-person care.
